Webdrowned's behaviour hasn't changed in 1.14 so not sure why they aren't interested. think you need to have part of the trap (where villager is) open to the water (using slab/trap door) so that the drowned can sense them. maybe the villager neeeds to be in a pocket of water also? the tutorials on YT might confirm that.
